Man cannot at his pleasure command the rain and the sunshine, the wind and frost and snow, yet it is certain that climate itself has in many instances been gradually changed and ameliorated or deteriorated by human action. The draining of swamps and the clearing of forests perceptibly effect the evaporation from the earth, and of course the mean quantity of moisture suspended in the air. The same causes modify the electrical condition of the atmosphere and the power of the surface to reflect, absorb and radiate the rays of the sun, and consequently influence the distribution of light and heat, and the force and direction of the winds. Within narrow limits too, domestic fires and artificial structures create and diffuse increased warmth, to an extent that may effect vegetation. The mean temperature of London is a degree or two higher than that of the surrounding country, and Pallas believed, that the climate of even so thinly a peopled country as Russia was sensibly modified by similar causes. – 1847, George Perkins Marsh

    WORLD BANK £800 BILLION PROJECTS APPROVAL.

    The international bank for reconstruction and development generally known as world bank approved this projects to help check the depletion of ozone layer by the system known as clean development mechanism (CDM) lunched at china and to finance projects in order to facilitate investments

    This allow developed countries to meet their greenhouse gasses target by investing in clean energy projects in the developing world.China now believed to be the world biggest source of greenhouse gasses to make more substantive commitments to reducing carbon emissions.

    The world bank and the multilateral investment guarantee agency(world bank group) basically serves as a guarantor and strongly supporting the projects with the sum so that other developing countries will benefit from it.

    Mr Robert zoellick and the boards call for the attention of the governments,national climatic organizations,projects initiatives,government contractors,projects initiating agency,corporate/individual initiatives, investors to support in this global target.
